A speech given by PLO Chairman Yasser Arafat at the signing ceremony for the Declaration of Principles (Oslo I Accord) in Washington, DC, on 13 September 1993. Arafat called for a final Israeli-Palestinian settlement, based on Resolutions 242 and 338 and encompassing the issues of Jerusalem, settlements, refugees and borders. He noted that a "just and comprehensive peace" would put an end to an "historic injustice", fostering development and cooperation in the region.
